bpo-40826: Fix GIL usage in PyOS_Readline() (GH-20579)
Fix GIL usage in PyOS_Readline(): lock the GIL to set an exception.
Pass tstate to my_fgets() and _PyOS_WindowsConsoleReadline(). Cleanup
these functions.
