Correct the documented default encoding (GH-18429)
>From the source for `PyUnicode_Decode`, the implementation is:
```
if (encoding == NULL) {
 return PyUnicode_DecodeUTF8Stateful(s, size, errors, NULL);
}
```
which is pretty clearly not defaulting to ASCII.
