Please allow for control over which devices get "-c -e" and which get
"-c" without "-e". Please also allow for use of the "-d" flag instead
of only "-t".
For example, you could have let rndctl_flags take a semicolon-separated
list of space-separated lists, like
rndctl_flags="-c -e -t disk rnd tty; -c -t net; -C -E -d wd0"
