To set the record straight:
1. SVG Fonts are NOT a base requirement for the testsuite - they are used 
as the first font-family in a list of fonts, there is always a generic 
fallback font specified as well
2. A smallish subset of tests do test the support for SVG Fonts, e.g 
fonts-elem-*.svg, and having SVG Font support is of course required to 
pass those tests
If the SVG user agent implements support for SVG Fonts, then all text is 
much more likely to be consistent across platforms, since the installed 
platform fonts usually vary quite a bit (goal: fewer false positives in 
case you rely on visual/rasterbased regression testing).
