void / dcat: how to indicate the URI of the vocabulary the dataset is related to

I have the following use case from EU Publications Office and a question:
A controlled vocabulary has regular release, each release is related to a
dataset and distributions
for example:
uri of the controlled vocabulary:
*http://publications.europa.eu/resource/authority/place
<http://publications.europa.eu/resource/authority/place>*
uri of a dataset for one of the release
 http://publications.europa.eu/resource/authority/dataset/place_20150225_1
In void (or in dcat) when describing the dataset of the vocabulary release (
http://publications.europa.eu/resource/authority/dataset/place_20150225_1),
in which property would you indicate the uri of the vocabulary
(*http://publications.europa.eu/resource/authority/place
<http://publications.europa.eu/resource/authority/place>) *
