There are cases where the natural language for parts of content cannot be specified in a format that is programmatically determined. Would a multilingual content that are in a situation where the languages used cannot be specified in a programmatically determinable way conform to SC 3.1.2? For example, in the case of a p element, it is possible to specify the language in programmatically determined way by writing HTML as below: <p>He maintained that the DDR (German Democratic Republic) was just a '<span lang="de" xml:lang="de">Treppenwitz der Weltgeschichte</span>'.</p> (Example taken from https://www.w3.org/TR/UNDERSTANDING-WCAG20/meaning-other-lang-id.html) However, in elements such as title and img, it is not possible to do the same as p element.
