WCAG Editorial Committee, FLASH15: Using the tabIndex property to specify a logical reading order in Flash SC 1.3.2 FLASH37: Using the tabIndex property to specify a logical tab order in Flash SC 1.3.2 and SC 2.4.3 Flash15 addresses non-focusable items and Flash37 addresses tab-navigable / focusable items. Flash37 references SC 1.3.2 in addition to SC 2.4.3. It should reference only SC 2.4.3. Else combine the two techniques into a single one that references both SC. I believe this is a better approach. Description for Flash15 already clarifies the distinction and states that tabindex technique can be used to ensure logical reading order and tab order. Sailesh Panchang www.deque.com
