Comment (Including rationale for any proposed change):
Should \"context-sensitive help\" be defined in terms of \"the task, or the step
in the task, currently being performed\"? This would require it to be specific
to the over-all task while allowing individual steps in a task to have their
own help items.
If it is better to think in terms of tasks, maybe context-sensitive help
should be defined accordingly.
