There are many flash documents that have a constantly moving background which is highly distracting. Multimedia should also be mentioned with luminosity and other sections. It may, however, be out of the scope of the document. Proposed Change: Include multimedia in the recomendations so people will not be in compliance if they use obnoxious moving backgrounds.
