This wording was introduced in the June 2006 Working Draft; before that, it read \"This does not include use of foreign words in text where such usage is a standard extension of the language,\" but I believe this was changed because the term \"foreign\" was considered problematic. Proposed Change: Rephrase the note to: \"This requirement does not apply to individual words or phrases that have become part of the language of the immediately neighbouring text.\"
