WCAG 2 and Tom Martin, August 20

I have worked my way up to flicker. I think that is 2.2 or 2.3. I put an 
anchor where I stopped.
Every once in a while, I return to previously edited text and tinker.
I will sit down with a top to bottom reading when I get to </body>.
