Bug Description
We should use tooltips from GTK3 for consistency with the rest of the system (or at least use the same CSS style) instead of having a separate tooltip theme.

This is not really possible without giving up the positioning above the items. The best we could do here is to mimic the gtk-tooltips, use the styleclass-themed drawing and drop our "hover.theme"

I have played a bit with it and this small screen-cast shows how this would look like with the elementary theme.
I like the new tool-tips but they are taking up a bit too much space for my taste. More importantly, they don't scale with the dock (or icon) size, which makes them look ridiculously large on smaller screens. (To be honest, I don't know if the old ones did that, but it sure is more noticeable with the new ones).
Do you think it might be feasible to implement a way to control the tooltip size or the spacing? Maybe even to disable tooltips completely?
Since it is the standard GTK theming, you should be able to control how they look by modifying your own gtkrc file.

That would be a system-wide change, though, right? I think the tooltips look fine in other applications but with plank something just feels off about the size.
Initially I thought there was an actual difference in size and spacing between the tooltips in plank and other programs but as you can see in the attached screenshot that's not the case.
I suppose I just have to work with the new tooltips for a while. They might even grow on me.
It would be nice to have an option to turn the tooltips off, though.
I haven't played with gtkrc before, but my understanding was you could make changes on a per-app basis. I don't know how, but I know I saw someone mention that in regards to the padding on indicators in Ubuntu before so I think it is possible.
Just upgraded Plank in my Luna Stable installation. I agree that new tooltips take too much space, and I think bold fonts looked better in this case.
