What's to explain? It refreshes *really* fast.

    Step 1

    Buy a florescent lighting fixture. These come with nice diffusers which is nice when you're playing with led's too bright to look at.

    Gut the poor thing. Keep the ballasts maybe, you're bound to find something fun to do with them.

    Put the led's in the enclosure. I just eyeballed placement until final assembly.
