Someone with basic drupal.org skills:
- Has an account on drupal.org
- Knows how to search issue queues to determine if their questions have already been posed and/or answered
- Knows how to report bugs and issues in proper form in the proper queues
- Knows that Drupal is built in a collaborative effort, that involves coding but also design, documentation, translation, usability research, training, and more
- Treats drupal.org members, and other people, with respect (which both includes respecting newbies and the limited time "experts" has for answering your particular question)
- Knows about the Drupal code of conduct, and by large follows it
