README - missing cmake requirement for windows build (vulkan) and missing newline #166

Hi.

I wanted to try out vulkan on windows 11 but the build failed. (TensorSharp.GGML.Native specifically) The issue was I had no cmake installed.

Maybe add that as a requirement to the README. The vulkan section is also missing a newline before it, making it hardly visible.

Also a big thanks for the project! I'm a dotnet developer myself and it is awesome to have something in the space I can actually read easily. :)

I have an AMD R9700 and am already curious how it goes. If I find anything noteworthy I'll let you know.
