[REQ] Support FIPS 203 #31

The README mentions that there are no agreed PQC algorithms. Since the README was last updated, Kyber (ML-KEM) has been recognized as "the first post-quantum cryptography (PQC) standard", and was standardized as FIPS 203.

Is it time to fill in opmsg's PQC and add FIPS 203?
