implement tests based on "Fuzzing Raft for Fun and Publication" #29

Since harpoon has many similarities to raft, we can build tests based on the replication bugs found here: http://colin-scott.github.io/blog/2015/10/07/fuzzing-raft-for-fun-and-profit/
