Follow-up from #17 design stress test.
Scope
- Package a run manifest, checkpoints, and linked artifacts into a portable debug bundle.
- Include sensitivity warnings and optional redaction.
- Support handoff/debug workflows without requiring the orchestrator process.
Notes
Deferred until the ledger layout stabilizes.
