sno and snRNA updates #3962

I changed these three to "prim_transcript" so that they won't be counted as genes. The snoRNAs in the transcripts already have these IDs as synonyms. We should do the same for any sno's added to existing transcripts (RATHER THAN REPURPOSE THE TRANSCRIPT ID)
