What is the process for starting a Hindi translation of the PHP documentation? #5790

I would like to contribute a Hindi translation of the PHP documentation.

I noticed that the PHP organization has language-specific documentation repositories such as doc-fr, doc-es, doc-ja, and doc-zh, but I could not find a doc-hi repository.

What is the recommended process for starting a Hindi translation? Should a new php/doc-hi repository be created, or is there another workflow for starting a new language translation?

I would be happy to help with the initial translation and ongoing maintenance.
