This is technical debt that I need to pay down in the relatively near future. We pass the Nonce serialized to 32 bytes when we should be passing a serialized representation of the type (likely hubpack). Making this change requires coordination w/ usptream consumers. My inclination is to delay doing this till the R18 / R19 crush dies down.
