With Claude Code's help, I've added partial support for OCG to pdfium and EmbedPDF. You can now toggle layers on and off, create new layers, and add annotations to layers.

And here's a link to a page with the enhanced version of EmbedPDF. If you click on the left sidebar, you will see a new layers button added. That shows the layer structure, with the ability to add new layers and groups.
