Please describe the new behavior that that will improve Egeria

TypeDetector is a governance actio nservice that assesses the type of its incoming action target and outputs a successful guard if the action target is of an acceptable type. This governance action service can be used as a step in a govenrance action process that filters out action targets that are not of the correct type.
