create a checkout step #8

I'm thinking of creating this. Main reason is to automatically populate submodules. If that's the only reason, this step can be a wrapper for CircleCI's checkout step. If there's more to it, then I need to somewhat match functionality to CircleCI's in order for this to serve as a replacement.

possible feature list:

• populate submodules
• source caching
