Some scoped labels (e.g., Compat/Breaking, Kind/Bug, Kind/Feature) are not displaying their intended scoped features or behaviors as expected. This issue affects the proper categorization and prioritization of issues.

Note: I couldn’t find a related issue in the tracker, so please close this issue if it’s already reported.
