Suborgs for teams #896

Hello Team,
I am still using 2 year older version for safe settings for productive usage.
I tried suborgs as mentioned in the readme like suborgs.yml inside .github/suborgs folder. This dint help.
then i went thru code and tried adding team1_name.yml inside .github/suborgs with attributes in the file like

suborgteams:

• "team1_name"
• "team2_name"

This helped and worked as expected.
But this is being triggered only when we change team1_name.yml
When we add new teams , app is not being triggered. Any hint or reference for customizing on event teams added/deleted ?
