WiFI limit short and long retry to 3; #2

In the bufferbloat sub-project MakeWifi-fast there are a bunch of recommendations and driver tweaks.
Of course it depends what is available in the actual device /kernel version.
But one basic thing is allow TCP loat packets more consistently so that the congestion controls can do essential measures for the correct working of the network.
