ASN1 tag removal #2725

There is a Discussion needed about removal of ASN1 Tag.
ASN1 stands for Abstract Syntax Notation One.

today the Tag is hard-wired in Forte:

and dynamic in the IDE, so today we have already a discrepancy there:

According to eclipse-4diac/4diac-documentation#110 (comment) the Tag should be removed.

it seems that the Tag is however a Core thing in the fbdkasn1layer, so a Main Question to clear in this Discussion is, if the layer should be removed.
My understanding was that this layer is the Base Comm Layer for "IEC 61499 Compliance Profile for Feasibility Demonstrations" but i might be mixing up things now, so this Discussion should clear this.

at least the Page https://www.holobloc.com/doc/ita/s3.htm#3.4.5.1 names the ASN1.
(hope the Link is OK for Copyright Purposes, but it might be, as Profactor GmbH was a Partner and a 4diac Commiter that time. If not pls tell, i will remove.

so, core points done. I am ready to prompt deeper Analysis of what to remove how and Planning of several PullRequests.
