The .conf files for devkitpro-pacman are missing

I foolishly deleted the devkitpro directory when i decided not to use it (this may not have actually caused the problem). Now i changed my mind, and it wont install correctly

How can the issue be reproduced?

Delete /opt/devkitpro (possibly not the issue)
Try to follow the instructions to install on a Debian based system
