So there is a working Telegram bot and CLI that uses a ChatGPT API key to manipulate Home Assistant devices. I guess it would be even easier to base it on Pyscript instead of a separate Docker container. I will try to investigate, but it would be faster and more efficient for someone with more experience to look into it. Overall, having a Telegram bot that can answer any question including toggling your devices is a neat idea.
