tag completion not completing some tags #989

There are issues with tag completion, it looks like someone has fiddled with the lists so that they do not rely on usage. For example it does not complete "vehicle" as an access key, although it has half a million uses, but it suggests taxi_vehicle which is an unusual tag and only has 2500 uses. https://taginfo.openstreetmap.org/keys/taxi_vehicle
