avoid commit changeset without comment #949

i've notice that there's the possibility to commit every changeset even if the user does not insert any comment and it will automatically appear [untitled changeset]...
for example: https://www.openstreetmap.org/changeset/182149352 most of the changeset of this user are made with go map and are without comment (except 4 made with streetcomplete) with so they will appear "untitled"

there are two possible solution:

• the easier one: force (as in iD) to fill the box of the comment, preventing the user from posting (and greying out the "commit" button)
• the advanced one: as streetcomplete or everydoor, autofill the comment according to what the user made

workaround: display a popup warning (as it already happens for error messages for editing conflicts or lack of internet), which you can choose whether to make binding or not, that warns you if you have not entered anything.
