ScatterPlot on Seats Page that displays Devs providing Estimates on a grid #209

When a person goes to their seats page, they are shown their total activity(x axis) and average time saved (y axis) as a highlighted dot on an XY Chart along with the dots of other developers providing time saved estimates in the period.

The seats page currently looks like

The scatter plot should be added below the gantt chart and look like:

Requirements:

1. Don't include pending estimates
2. Don't include users without estimates in the period
3. Use the time window selected for scoping the gantt chart
4. For values, consider using the values already queried below
