Description

Describe the problem

Since 2.3.3 it is no longer possible to select my custom board from the tools:board menu.
The Board Manager installs the board correctly (no issues in the output), and the board appears in the Tools|Board menu, but if you select it, it is ignored, and the previous board remains selected.
(This board has worked since 2019 without issue. IDE upto and including 2.3.2 are fine and all IDE since 2.3.3 to 2.3.6 have the issue).

To reproduce

Add the Following URL to the "Additional Board Manager URLs": (File:Preferences)

https://raw.githubusercontent.com/dabshield/WeMos/master/package_wemos_index.json

Install the board from board manager "WeMos M0 Board"
Try to select the board (WeMos M0 Board) in the Tools|Board menu.

Expected behavior

The Board is selected
