Describe the problem

arduino-ide/docs/development.md has sentence
"For more details, refer to the Arduino CLI’s prerequisites section."
but link to
https://arduino.github.io/arduino-cli/latest/CONTRIBUTING/#prerequisites
which seems to go to the OLD Arduino CLI site.
