Describe the problem

When a user turns on the VoiceOver screen reader in macOS (Command+F5), the navigation of the toolbar icons follows no logical order.

To reproduce

1. Turn on VoiceOver on MacOS (Command+F5)
2. Navigate using VoiceOver commands (<VoiceOver "Control" key>+<VoiceOver "Option" key>+<arrow key>)
3. Listen to the order the toolbar items are navigated in.

🐛 Toolbar items are navigated from right to left.

Expected behavior

Toolbar items are navigated from left to right:

1. Verify button
2. Upload button
3. New button

etc...
