Add a vcpkg port for iceberg-cpp #929

It would be useful to have an iceberg-cpp port in the upstream microsoft/vcpkg repository, so that projects using vcpkg can easily consume iceberg-cpp.

The port can use the existing CMake build/install flow and package released versions of iceberg-cpp.
