How do we manage the data sets we host or we pull for training and tuning activities? What are the requirements for implementing governance of them (see #231) and enforcement thereof? What processing is required to make data sets better suited for our purposes? What are the requirements for data pipelines to process data, feed it to model training and tuning processes, etc.? This task is to refine the initial "V0.1" requirements into "V0.2" requirements.

In part, these requirements derive from governance requirements (see #231), but are closer to the design and implementation than the latter.
