Query. Discount rate and cost reference #292

Apologies for all the questions.

1. In the case of the discount rate, what is the value used for the calculations? Is there a way to modify this parameter?
2. I know that for generation the reference for CAPEX is the IEA, but wondering what the reference was for storage and transmission CAPEX.
