[BUG] Nodal and Country level costs in result summaries incomplete #248

Conda environment check

• I have tried using the osemosys-global conda environment.

Current Behavior

The calculation of nodal and country level costs in result_summaries, e.g. TotalCostNode.csv and PowerCostNode.csv, are incomplete as they do not include costs associated to country level mining technologies (e.g. MINCOAIND) or international mining technologies (e.g. MINCOAINT) nor do they cover the costs associated to PWRTRN.

Expected Behavior

For the above mentioned costs to be included. This will require a proxy (e.g. based on generator fuel costs) to downscale global level mining (e.g. MINCOAINT) to country/nodal level and country level mining (e.g. MINCOAIND) to nodal level.
