Track ES CPU catalog prototype #1

Persistent tracker for the ES CPU catalog prototype.

Official production CPUs stay in TechAPI. This repository holds engineering-sample (ES) records only. Qualification-sample (QS) and retail SKUs are out of scope and must fail validation.

Current focus:

• ES JSON schema and seed records
• Validator that rejects QS and retail CPUs
• CI for data validation
• Public index of engineering samples

This is a long-running tracker. Do not close it from normal prototype PR merges.
