Is there a way to set fan control to auto, with a floor at some level?

Context

PSU fan on Framework Desktop is small an whiny. On Linux, the load on the machine can be so small, that the main fan does not need to spin at all. However, the PSU is not happy with the temps and it fires every couple of minutes. And it's super annoying because it's fairly regular. loud and abrupt (it goes from 0% to 100% with nothing in between).

Rationale

I can set main fan to say 30%, which cools internal so that PSU fan is not spinning. But then when I start loading the machine, will it always stay at 30%? If so that's not good. I want to floor it at 30% and raise above, as it would with auto control.
