Add psql completion for [ NO ] DEPENDS ON EXTENSION

ALTER INDEX was able to handle that already. This adds tab completion
for all the remaining commands that support this grammar:
- ALTER FUNCTION
- ALTER PROCEDURE
- ALTER ROUTINE
- ALTER TRIGGER
- ALTER MATERIALIZED VIEW
