Process EXTRA_INSTALL serially, during the first temp-install.

Process EXTRA_INSTALL serially, during the first temp-install.

This closes a race condition in "make -j check-world"; the symptom was
EEXIST errors. Back-patch to v10, before which parallel check-world had
worse problems.
