meson: Add some missing LLVM function checks

The checks for

HAVE_DECL_LLVMCREATEGDBREGISTRATIONLISTENER and
HAVE_DECL_LLVMCREATEPERFJITEVENTLISTENER

are in configure but are missing on the meson side. This adds those.
