Not yet, but help is on the way. Raif Naffah has been working on keytool
support for GNU Classpath. See his first addition here:

We also decided that we wanted to provide all other standard
tool/utility classes (appletviewer, rmi tools, jar, jarsigner, keytool,
policytool, etc) together with GNU Classpath (and by extension gcj):

This is work in progress, but hopefully it will hit gcc svn in a couple
of weeks.
