The cost of stack traces

One other possibility occurs to me. If we could have a single place
where this could be set on a system-wide basis it would be simple to
configure a server. Otherwise we'd have to use nonstandard options
when benchmarking gcj server performance.
I don't think we have a libgcj.properties file anywhere at the moment.
This would be an ideal place for configuring stack traces if there was
such a file.
