[ecj] top-level configure unhappy if host or build not set

I don't know if this is just on the ecj branch or not, but in the
top-level configure script, line 2093, we have
 if test $host != $build; then
which doesn't work if either host="" or build="".
Any recommendations on how I should go about fixing this?
