Sounds like a bug in Axis. Send them a bug report.
In addition, judging by the name of the file, I'd hope that there is a
way to get axis to work with more up to date image loading interfaces. I
 wouldn't know how to do that, and I am afraid you may have to rebuild
axis on your own for that.
