Whither jv-scan?

Hi,
 Who uses jv-scan? Why was it created?
I saw the manual and searched the mail archives a
bit, but couldn't find anything useful.
It doesn't seem to be maintained - it seems to
always print the input file name as "null", it
gets the line numbers for syntax errors wrong,
etc.
Theoretically, it creates an additional parser
(parse-scan.y) to maintain separate from the main
one (parse.y).
